Karmael could not activate effect against Nibiru

Operations performed:

1. Opponent activated Nibiru effect
2. My monsters effect chain
   Expected result: Karmael and Mikalis effect appear so I can chain
   Actual result Only Mikalis effect appeared, Karmael didn’t appear even though havent use any Karmael effect in that turn or being negated
